Cybersecurity Law and Regulations in Singapore
About This Course
As we reap the benefits of Information Communications and Technology (ICT) innovation and the rapid development of Artificial Intelligence (AI) in society and the workforce, technology also has a dark side as technological tools can be used for nefarious purposes. They can also be abused. Cybersecurity is a major concern as it threatens to upend the fragile socio-economic framework upon which a Smart Nation rests. For example, attacks on critical information infrastructure that ensures the smooth and efficient running of essential services can cause severe damage to society and the economy. Theft of private information and sensitive data can also have far reaching consequences, even as the confidence and reliance of ICT and AI can be affected if they prove vulnerable to 3rd party attacks. Hence, cybersecurity law is an important way to deter and prevent such threats to pre-empt these problems, and also to provide swift and effective solutions if an attack has occurred.
This module book offers a detailed examination of Singapore’s legal and policy framework for cybersecurity, mainly anchored by the Cybersecurity Act 2018 and a series of related legislation. It offers a comprehensive national strategy for resilience and innovation. It will address common attack vectors and vulnerabilities that legal professionals and those in related professions ought to be aware of, legal issues connected with responses to a cybersecurity incident, civil liability and remedies stemming from cybersecurity incidents, as well as civil liabilities of victims of cybersecurity incidents and alternative dispute resolution. Computer-related offences, Singapore’s cybersecurity approach and legal framework as well as the challenges policy and law makers face in the fight against increasingly sophisticated cybercriminals will be examined including the role of important government ministries like MDDI and MHA; as well as agencies like the Cybersecurity Agency, PDPC and Online Safety Commission
