Deterrence (Perform Security Duties at Protected Areas and Protected Places)
About This Course
"Protected areas and protected places (PAPP) are sites gazetted under the Infrastructure Protection Act 2017 and the Protected Areas and Protected Places Act because unauthorised entry, reconnaissance or interference at these sites would threaten public safety and national security. Security officers deployed to PAPP are the first line of deterrence against hostile reconnaissance, unauthorised entry and interference with critical installations, and they must be able to act lawfully, decisively and in support of law enforcement officers.
This 17.5-hour classroom course prepares security officers to perform deterrence duties at protected areas and protected places at Level 2 proficiency. Learners first establish the legal and regulatory basis for their powers and limits at PAPP, and learn to read site layouts to pinpoint locations that are susceptible to unauthorised entry and intelligence gathering. They then apply organisational procedures and regulations to control access, manage entries and refuse entry to unauthorised persons and banned characters. Building on this, learners are taught to recognise the signs of unauthorised intelligence gathering and suspicious activity, to stop such activity using approved techniques, to seize and remove unauthorised intelligence-gathering equipment, and to assist law enforcement officers in detaining subjects who behave suspiciously and cannot justify their presence.
Learning is delivered through facilitated lectures, guided discussions, case studies of actual PAPP incidents, instructor demonstrations, role-plays, scenario simulations at a simulated access control point and supervised drill and practice. The course is assessed by written examination, practical examination and oral questioning. Learners who attain at least 75% attendance and are assessed competent in all learning outcomes will be awarded a Statement of Attainment in SEC-ICM-2001-1.1 Deterrence by SkillsFuture Singapore. The course is aligned to the trainin
