About This Course
The course will provide the knowledge and practical skills to conduct and reduce subjectivity in inspections through an inspection system based on:
- Defects Parameters
- Defects Classification Framework
- Six-Point Condition Scale
What You'll Learn
The pre-condition of an effective maintenance system is reliable inspection data. The inevitable subjectivity of inspectors results in divergent maintenance recommendations; this is an undesirable situation since accommodation, maintenance and other facilities related policies are influenced by the existing condition of facilities. Variability in inspections if not addressed leads to inefficient allocation of budgets for facility maintenance and upkeep.
RECA’s Specialist Certificate in Building Condition Assessment delivers training in the standardised inspection protocol, data structure and nomenclature and is modelled after Dutch and European standard NEN 2767/CEN-TS/17385. Practicum guided by professional engineers and inspectors and a comprehensive hard copy of course material is provided.
Successful graduates who are certified will meet the pre-requisite training specified by government-linked organisations and in FM outsourced contracts. It has been qualified for 52 Professional Development Units (PDUs) by the PE Board.

Academic Level Required:Diploma in Building / Estate Management from Singapore / Ngee Ann Polytechnic, Language Proficiency:A minimum of C6 in English at O/N Levels or equivalent, Work Experience Required:2 years work experience in Facilities Management, Minimum Age Required:30
