About This Course

By the end of the course, participants will:

1. Understand, critically analyze, and assess positive and negative impact of digital technologies on the enjoyment of human rights;
2. have deep and systematic knowledge of norms, institutions, and practices of the international human rights law’s regulation of digital technologies;
3. be familiar with digital human rights and corresponding obligations of multiple actors as well as mechanisms for holding these actors accountable for human rights violations caused by the application of new technologies;
4. demonstrate good skills of analyzing various sources of international human rights law, case law, and academic literature and applying legal principles and rules to factual scenarios;
5. be able to formulate well-developed, structured, and convincing arguments on how contemporary international human rights law should be developed to effectively govern the use of digital technologies.

Affecting every aspect of our life, digital technologies have a controversial impact on human rights. On the one hand, they provide new opportunities for the realization of human rights and holding human rights abusers accountable. On the other hand, they are increasingly being used as a means for violating human rights and deepening inequality, social exclusion, and marginalization of people. The course is aimed at introducing students to the pressing challenges surrounding the application of various digital technologies (including robotics, artificial intelligence, big data analytics, and blockchain) and analyzing how international human rights law should adequately respond to them.
