The proposed 4-hour Prescribed Essential course is designed to equip property professionals with the awareness, knowledge, and practical tools needed to counter money laundering (ML) risks in Singapore’s real estate sector. It is classified as the Prescribed Essential course that all registered real estate salespersons and agents must fulfil for the renewal of registration and licensing with the industry regulator - Council for Estate Agencies
Course objective
The course addresses the increasing misuse of high-value property transactions by criminal syndicates and foreign illicit actors.
Learning outcomes:
1. Recognize the Threats of Money Laundering in Singapore
Learners unpack Singapore’s National Risk Assessment (NRA), explore key money laundering threats, and understand the whole-of-government AML strategy.
2. Define Money Laundering and Explain Its Stages and Real Estate Appeal
3. Identify Bad Actors and Common ML Tactics in Real Estate
4. Understand Due Diligence, Red Flags, Preventive Measures, and STR Reporting
5. Reflect on Lessons and Apply Knowledge to Local Case Studies
Through red-flag indicators and compliance procedures, participants practice detecting suspicious behaviour, conducting CDD, and filing STRs via SONAR.
This course addresses an urgent industry need by enhancing the AML competency of RES/EA who serve as frontline gatekeepers.

Entry Requirements
a. Proficient in the English language: preferably a GCE 'N' level credit in English or a Workplace Literacy >or= WPL5
b. Prerequisite skills and knowledge: preferably a practicing real estate salesperson
